Overview
Baku Yorozu/Kamen Rider ZEZTZ is accused of terrorism by the National Public Safety Commission. Convinced of his innocence, Kensei Odaka/Kamen Rider NOX pursues the true culprit, and finally tracks down the mastermind behind it all, National Public Safety Commission Chairman, Shuma Kumon/Kamen Rider Mugen.
